The Human Development Council's satellite campus in Frederick County offers both facility-based and community services, serving a wide range of abilities. HDC offers community personal supports, respite services, and traditional residential living in one of our staffed community homes in Frederick County.  HDC is an Employment First organization that seeks to facilitate meaningful community employment for anyone wishing to take that path.  At the Human Development Council, we offer an open center where personal choice and a wide range of activities support independence and self-worth.
