The Human Development Council's main site is located in Hagerstown Maryland and offers both facility-based services and community services. Day Habilitation, Community Development Services, and Employment Services are offerred at this location. HDC is an Employment First organization that seeks to facilitate meaningful community employment for anyone wishing to take that path. At the Human Development Council, we provide an open enviorment at the center where personal choice and a wide variety of activities promotes independence and self-worth.
