HUMAN DEVELOPMENT COUNCIL
The Human Development Council's main campus, opened in 1978, is located in Hagerstown, Maryland, and offers both facility-based and community services, serving a wide range of abilities. HDC is an Employment First organization that seeks to facilitate meaningful community employment for anyone wishing to take that path. At the Human Development Council, we provide an open environment at the center where personal choice and a wide variety of activities promote independence and self-worth.
